These came from a very old and evidently not very good program known as WebPage Designer Gold, published by Boomerang Software and also known as Internet Design Shop Gold. (dcb found it on the free shelf at Free Geek, don't judge.)
It came with a ton of clipart, though in a format only known by space aliens, so dcb had to manually use every single image on a page so they'd convert to GIF on export. For ease of browsing, one page has been dedicated to each section.
The use of a download utility like wget to grab entire directories is encouraged.
